REGULAR BOARD MEETING
THURSDAY, JANUARY 14, 2010
Held at the Alden Town Hall, Star Prairie, WI
7:00 p.m.
Chairman Brad Johnson called the regular monthly board meeting to order at 7:10 P.M.
PRESENT: Brad Johnson – Chairman, Keith Karpenski, John Bonneprise, Helen Johnson, Gary Dado – Town Board Supervisors, Judy Demulling – Town Clerk, Margo Dahl –Treasurer.
AGENDA: Motion was made by Supervisor Bonneprise, seconded by Supervisor Johnson to approve adoption of the proposed agenda. Motion carried.
APPROVE BILLS:
The monthly bills were presented to the Town Board. Motion was made by Supervisor Johnson, seconded by Supervisor Dado to approve payment of the bills listed. Motion carried.TREASURER’S REPORT: Treasurer’s report was presented to the Town Board. Motion was made by Supervisor Bonneprise, seconded by Supervisor Karpenski to approve the treasurer’s report as presented. Motion carried.
MINUTES: Motion was made by Supervisor Dado, seconded by Chairman Johnson to approve the minutes of the December 10, 2009 Regular Town Board Meeting and the December 29, 2010 Special Town Meeting. Motion carried.
PUBLIC COMMENT – None
OLD BUSINESS
a. Set Meeting Date for Emergency Service Area Review – Meeting is set for January 26, 2010 at 1:00 p.m. at the Town Hall.
b. Town Board May Consider entering into closed session under Wisconsin State Statue 19.85 (1)(e) deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. Did not go into closed session.
c. Eng Gravel Pit Preliminary Summary Review – Dan Fedderly, Town Engineer went over in detail the Gravel Pit Summary Review and a discussion of issues followed. Motion was made by Supervisor Karpenski, seconded by Supervisor Dado to call for a Special Public Meeting on February 11, 2010 at 6:00 p.m. to seek authorization to purchase the Eng Gravel Pit with the cost not to exceed $800,000.00. Roll call vote: Supervisor Karpenski – yes, Supervisor Bonneprise – yes, Supervisor Dado – yes, Supervisor Johnson – yes, Chairman Johnson – yes. Motion carried.
NEW BUSINESS
a. Discuss Ag Enterprise Areas/Possible Petition – The chairman presented information from his attending several area meetings on the subject. He indicated a number of property owners are interested in completing a petition to create an agriculture enterprise area. The petition is due February 26, 2010 and approval is necessary from the board. This item will be an agenda item at our February meeting.
b. Request by Burkhaven Resort Liquor License/Class B – Mr. Don Burkman, owner of Burkhaven Resort came before the board and indicated he would like to be able to sell liquor, beer and wine by the drink at his resort. The Board went over the procedure in the Wisconsin State Statutes on what needs to be done to obtain the licenses and indicated he is the one responsible for the petition process.
c. Polk County Economic Development Corporation Request for Support – Motion by Supervisor Bonneprise, seconded by Supervisor Dado to support and send a check in the amount of $250.00 for the PCEDC. Motion carried.
d. Resolution 53-2010 – Oppose DOR County Assessment Proposal – Motion by Supervisor Bonneprise, seconded by Supervisor Karpenski to approve Resolution 53-2010 and send copies to our state representatives, Department of Revenue and the Wisconsin Town Association opposing the Department of Revenue County Assessment Proposal. Motion carried.
STATUTORY PLANNING COMMISSION
a. Approve Replacement for Plan Commission Member – Motion by Supervisor Johnson seconded by Supervisor Bonneprise to approve Judy Weiss to fill out the term of a Plan Commission Member who has resigned. Motion carried.
ROADWORK ISSUES - PUBLIC WORKS: NONE
