REGULAR BOARD MEETING
THURSDAY, MARCH 11, 2010
Held at the Alden Town Hall, Star Prairie, WI
7:00 p.m.

Chairman Brad Johnson called the regular monthly board meeting to order at 7:00 P.M.

PRESENT: Brad Johnson – Chairman, Keith Karpenski, John Bonneprise, Helen Johnson and Gary Dado – Town Board Supervisors, Judy Demulling – Town Clerk.

ABSENT: Margo Dahl - Treasurer

AGENDA: Motion was made by Supervisor Johnson, seconded by Supervisor Dado to approve adoption of the proposed agenda. Motion carried.

APPROVE BILLS: The monthly bills were presented to the Town Board. Motion was made by Supervisor Dado, seconded by Supervisor Bonneprise to approve payment of the bills listed. Motion carried.

TREASURER’S REPORT: Treasurer’s report was presented to the Town Board. Motion was made by Supervisor Bonneprise, seconded by Supervisor Karpenski to approve the treasurer’s report as presented. Motion carried.

MINUTES: Motion was made by Supervisor Karpenski, seconded by Supervisor Dado to approve the minutes of the February 11, 2010 Regular Town Board Meeting, the February 11, 2010 and February 16, 2010 Special Meeting Minutes. Motion carried.

PUBLIC COMMENT – None

OLD BUSINESS

a.  Fire District Map Review – Chairman Johnson went over the boundary areas for each of the fire and ambulance departments in the Alden. After lengthy discussion, Motion was made by Supervisor Bonneprise, seconded by Supervisor Johnson to accept the fire and ambulance maps as presented at this meeting. Motion carried.

b. Update on Office to Purchase the Eng Gravel Pit – Motion by Chairman Johnson, seconded by Supervisor Johnson to authorize attorney Kuchevar to offer the Eng’s 4.5% interest on a 15-year contract or 4.9% with a prepayment option provision in the Offer to Purchase. Motion carried.

NEW BUSINESS

a.  Report on Ag. Enterprise Area Petition Completion – Chairman Johnson updated the Town Board on progress of the Ag. Enterprise Area Petition.

STATUTORY PLANNING COMMISSION

a.  Impact Fee Ordinance Revision Review – Motion by Supervisor Dado, seconded by Supervisor Johnson to hold a public hearing on April 13, 2010 after our annual meeting to amend our Impact Fee Ordinance relating to commercial development. Motion carried.

ROADWORK ISSUES

a.  Prevailing Wage Application for 2010 Road Projects – It was discussed that Dan Fedderly, Town Engineer take the task of preparing the prevailing wage application.

b.  Review and Approve Road Work Projects for 2010 – Reviewed the possible road projects for 2010. There was no objection from board members to the plans established in the fall of 2009 and we will proceed accordingly.

c.  Town Board May Consider entering into closed session under Wisconsin State Statue 19.85(1)(c): considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Motion by Supervisor Karpenski, seconded by Supervisor Dado to go into closed session. Roll call vote: Supervisor Karpenski – yes, Supervisor Bonneprise – yes, Supervisor Dado – yes, Supervisor Johnson – yes, Chairman Johnson – yes. Motion carried.  

Motion by Supervisor Dado, seconded by Supervisor Johnson to come out of closed session. Motion carried.

d. Town Board may consider taking a consensus to return to open session following the closed session to formally dispose of any issues discussed in said closed session.
Motion by Supervisor Karpenski, seconded by Supervisor Dado to continue to pay 90% of the employee’s health insurance and to discontinue the town’s share into the HSA Account, starting May 1, 2010. Motion carried.

AGENDA ITEMS FOR NEXT MONTH – Appoint Plan Commission Members, Discuss workers for Clean Up Day, Emergency Services Areas

ADJOURNMENT: Motion was made by Supervisor Dado, seconded by Chairman Johnson to adjourn. Motion carried. 9:10 p.m.
