REGULAR BOARD MEETING
THURSDAY, MARCH 10, 2011
Held at the Alden Town Hall, Star Prairie, WI
7:00 p.m.

Supervisor Helen Johnson called the regular monthly board meeting to order at 7:00 P.M.

Pledge of Allegiance

PRESENT: Keith Karpenski, John Bonneprise, Gary Dado and Helen Johnson Town Board Supervisors, Judy Demulling – Town Clerk and Margo Dahl - Treasurer.

ABSENT: Brad Johnson

AGENDA: Motion was made by Supervisor Dado, second by Supervisor Bonneprise to approve adoption of the proposed agenda. Motion carried.

APPROVE BILLS: The monthly bills were presented to the Town Board. Motion was made by Supervisor Bonneprise, second by Supervisor Karpenski to approve payment of the bills listed. Motion carried.

TREASURER’S REPORT: Treasurer’s report was presented to the Town Board. Motion was made by Supervisor Dado, second by Supervisor Johnson to approve the treasurer’s report as presented. Motion was made by Supervisor Karpenski, second by Supervisor Bonneprise to charge back the tax error for parcel number 002-1752-0100. Motion carried.

MINUTES: Motion was made by Supervisor Bonneprise, second by Supervisor Dado to approve the minutes of the February 10, 2011 Regular Town Board Meeting, February 10, 2011 Public Hearing, February 25, 2011 Board of Supervisor’s Meeting. Motion carried.

PUBLIC COMMENT

a.  Jeff Anderson, candidate for Polk County Circuit Court Judge presented himself and informed the board and attendees of his qualifications, his family and what he will do as Judge.

b.  Chris Haines informed the board that his issue with an easement has been resolved.

OLD BUSINESS

a.  Office Hours for Town Clerk – Motion was made by Supervisor Dado, second by Supervisor Karpenski to approve the set hours on Tuesdays and Thursdays from 10:00 a.m. to 4:00 p.m. for the Town Clerk. Motion carried.

b.  Revisit Support for a Camera in Road Right of Way on Church Pine Lake – Supervisor Johnson gave updated report regarding the camera. On April 4, 2011 the Lake Association will be meeting at the Alden Town Hall.

NEW BUSINESS

a.  Approve Town Share to Purchase the Old County Shop from Village of Deer Park Deer Park Fire Department – Motion was made by Supervisor Dado, second by Supervisor Bonneprise to approve the town’s share of $4,704.00 for the purchase of the Old County Shop from the Village of Deer Park. Motion carried. Motion was made by Supervisor Karpenski, second by Supervisor Bonneprise to approve the town’s portion of the 5% FEMA Grant in the amount of $800.00. Motion carried.

b.  Certificate of Deposit Funds – Motion was made by Supervisor Karpenski, second by Supervisor Dado to not take out a Certificate of Deposit for the $100,000.00 and keep it in Bremer Bank’s sweep account. Motion carried.

STATUTORY PLAN COMMISSION – RECOMMENDATIONS

a.  Update regarding the work on Nuisance Ordinance – Gary Dado updated the board on the progress of the drafted Nuisance Ordinance.

b.  Request for New Polk County Plat Books for Plan Commission Members – Motion was made by Supervisor Dado, second by Supervisor Johnson to approve the purchase of seven new plat books for the Plan Commission Members. Motion carried.

ROAD WORK ISSUES

a.  Possible Approval for Road Work Projects for 2011 – Motion by Supervisor Bonneprise, second by Supervisor Dado to approve the Road Work Project for re-construction of 138th Street and 50th Avenue, and also improvements of drainage for 120th Avenue south of 35th Avenue. Motion carried.

b.  Brush Control and Logging of Trees in Road Right of Way – Discussion with road workers on finishing up the road right of ways.

c.  Possible Purchase of a Loader- Supervisor’s Keith Karpenski and Gary Dado put together four options. They have a lot of questions that need to be resolved before approving a loader. Motion by Supervisor Dado, second by Supervisor Karpenski to hold a special meeting on March 31, 2011 at 6:00 p.m. to make a decision on the loader for the town. Motion carried.
